DEVELOPMENT MANAGEMENT IN THE DEPARTMENT OF YOUTH, SPORTS, AND TOURISM OF THE HULU SUNGAI UTARA DISTRICT (A CASE STUDY OF TEMPLE AGUNG TOURISM)

Abstract

This research examines Tourism Development Management at the Youth, Sports and Tourism Office of Hulu Sungai Utara Regency, focusing on the Candi Agung tourist attraction. The study was motivated by several challenges, including limited quality and quantity of human resources, inadequate supporting facilities and infrastructure, and tourism development programs that have not been implemented optimally. This study employed a qualitative research method with 13 informants selected through purposive sampling. Data were collected through interviews, observation, and documentation, then analyzed descriptively using qualitative data credibility procedures. The research aimed to analyze the implementation of tourism development management and identify factors affecting its effectiveness. The findings indicate that tourism development management at Candi Agung has not been fully effective. In terms of planning, development goals have been formulated, but many programs remain at the planning stage. Organizationally, task distribution and coordination are still not optimal. In the implementation stage, tourism development activities require more consistent strategies and policies, while supervision and evaluation have not been conducted effectively. Several factors contribute to these conditions, including limited infrastructure development funding, a lack of tourism-related expertise among employees, and delays in implementing planned development programs. The study concludes that tourism development management at Candi Agung still requires significant improvement. Therefore, it is recommended that the local government strengthen tourism development strategies, accelerate program implementation, improve human resource capacity, and enhance community involvement to support sustainable tourism development.
